I've tried a number of Japanese restaurants in Penang and I've always passed by this one, but I recently tried Sumida Japanese Restaurant for the first time. No idea when Sumida was established but I estimate it's been around 15 years or so, which is quite a while.
I actually decided to write a review of Sumida because I found the internet lacked a recent menu for this place. So, please enjoy the entirety of Sumida's menu here. They have a huge range of dishes on offer but if you're a ramen lover, you may wish to try another restaurant instead.
The saba shioyaki set (RM22.00) was very filling. The fish was quite big and very meaty. Its skin was crispy and salty and the meat went very well with the grated daikon (radish). I didn't use the lime as I'm a picky eater that way. But my mum likes it with lime so go for that to enhance the flavors of your meal if you order this. The rice was fluffy and the miso soup was deliciously salty/umami-ish (I guess? Idk, I'm not an expert in describing food tastes other than the main four lol). The chawanmushi was soft and had a very nice, smooth texture. Super slurp-able. Ingredients included enoki mushrooms, ginkgo seed, narutomaki, chicken, and shiitake mushroom.
Taste: Good, 4/5
Price: Good, 4/5 (based on what I ate, its portion, and its taste)
Service: Fairly reasonable, 3.5/5 (orders taken quickly, food served after only a slight wait, shop was clean, and staff were chill folks)
